Digital transformation research and analytics for a Vietnamese government ministry

Client profile

The client is a Vietnamese national ministry responsible for digital transformation policy, e-government development, and technology sector oversight. The ministry's policy scope includes digital infrastructure, citizen services digitalization, SME digital adoption, rural connectivity, education access, and public health digitalization. Ministry personnel are highly qualified but internal research capacity is limited relative to policy demand, and the ministry has traditionally relied on academic partnerships and international consulting engagements for structured research support.

The challenge

The client's incoming leadership had committed to an ambitious 2026-2030 digital transformation strategy touching six domains. Each domain required rigorous baseline research, comparative international benchmarking, stakeholder consultation synthesis, and policy option analysis before formal strategy publication. Internal research capacity within the ministry was insufficient to complete this within the leadership's 12-month strategy timeline.

Previously engaged international consulting firms had two structural limitations. First, engagement costs were high enough that the ministry could commission only 3-4 pieces per year, insufficient for six domains. Second, the international firms often lacked deep familiarity with Vietnamese regulatory context, requiring extensive briefings and increasing total effort. Academic partnerships were more culturally aligned but delivery timelines were slower than the strategy required.

The ministry sought a research partner that could deliver Vietnamese-context-native research at scale, at academic quality, with international consulting-firm delivery discipline, at costs allowing full coverage of all six domains within the strategy timeline.

The engagement

14 research analysts organized into six domain teams (2-3 analysts per domain), 3 senior policy specialists (formerly of Vietnamese universities and international consulting firms) providing quality review, and 2 project leads (one for domain research coordination, one for stakeholder consultation logistics). The team works from a dedicated project room at Corpshore Vietnam's Hanoi facility with weekly in-person coordination meetings with ministry stakeholders.

Approach and methodology

Vietnamese context first, international benchmark second. Every research brief starts from an in-depth Vietnamese policy and market context, then compares against international benchmarks (typically 3-5 comparator jurisdictions selected for relevance rather than convenience). This approach ensures deliverables are usable in Vietnamese policy contexts rather than requiring extensive local translation.

Multi-stakeholder consultation synthesis. Each domain research brief includes structured consultation with 15-30 stakeholders (industry, academia, civil society, regional government). Stakeholder inputs are systematically documented, analyzed, and synthesized rather than summarized informally.

Weekly ministry review. Every Wednesday morning, project leads review the past week's progress with ministry counterparts. Draft briefs are circulated 10 days before final delivery for stakeholder input. This cadence has enabled the team to complete 32 policy research briefs, 26 stakeholder consultation reports, and 12 international benchmark analyses within the 12-month engagement.

Results

The team delivered 160 research briefs and policy analyses across the six domains within the 12-month engagement, meeting or exceeding all timeline commitments. Ministry stakeholder satisfaction scores averaged 94%. The client's digital transformation strategy was formally announced at month 11, incorporating research findings across all six domains. The engagement has been renewed for a second 12-month term with expanded scope covering implementation monitoring and impact assessment.

The engagement has been a reference point for Corpshore Vietnam's positioning with other Vietnamese government and public-sector clients.

Enduring value

The research methodology templates and stakeholder consultation frameworks developed during the engagement have been adopted for the ministry's ongoing research commissioning. Two additional Vietnamese government bodies have engaged Corpshore Vietnam for similar policy research support in 2026.
